The preparation of the initial inventory and its subsequent updates, as required by the accounting harmonization process underway in the Public Administration (Legislative Decree 118/2011), are essential operations for the proper maintenance of Economic-Patrimonial Accounting but also, and above all, for the management of revenues and expenses directly linked to Assets.
In this context, knowing the scope of utilities and general costs becomes an extremely effective tool for planning and control purposes. The BabylonWeb Utilities Assets system helps monitor and manage all utility-related and general expenses in a simple and integrated way.

Service Establishment of the Utilities and General Costs Archive

We provide a service for the establishment and start-up of the BabylonWeb Patrimonio Utenze module.

Our service is mainly structured in the following phases:

  • Entry of Utility Objects linked to the inventory;
  • Population of the Plant Registry divided by type of utility/cost (Electricity, Gas, Water, Telephony, Cleaning, etc.);
  • Entry of Contracts divided by type of utility and related facilities included in each of them;
  • Entry of Tenders for each type of utility;
  • Entry of payment details lists – Budget;
  • Configuration of specific importers for the automatic upload of bill data.

Service Support for the “back office” management of utilities and general costs

We provide external support for the “back office” management of utilities and general costs, with the goal of keeping the management choices and front office under the responsibility of the Entity, while minimizing subsequent operational tasks. This service is carried out in constant connection with the contact persons and using the same IT procedure.

The tool
BabylonWeb Patrimonio Utenze is a module of the BabylonWeb suite designed to reproduce the real situation of properties and associate, with each individual asset (owned or managed), the actual related costs. This ensures precise monitoring aimed at more conscious and efficient management.

It interacts with the BabylonWeb Asset Inventory, from which it can directly import the relevant Objects, while also allowing manual entry for the creation of non-owned positions (managed but not owned properties). BabylonWeb Patrimonio Utenze also benefits from integration with the main financial accounting software used by Public Entities.

With the license, we provide the Entity with:

  • Initial setup and database creation;
  • Training for the Entity’s staff on basic use of the procedure;
  • Support and maintenance of the platform for the entire service period, including regular inventory updates.

Key features of the module include:

  • Management of all types of utilities and general costs: electricity, water, telecommunications, telephone, cleaning services, taxes and levies (IMU, TARI, TASI, Land Reclamation Consortia);
  • Each type of utility and cost, once the correct utility object and related system are identified, is allocated according to operator-defined criteria;
  • Archiving of essential contract details for each supply;
  • Guaranteed data history for accurate tracking;
  • Ability to perform statistical/typological breakdowns of utilities, e.g., by time bands or type of energy/service supplied;
  • Detailed breakdown of invoices into individual cost items (thanks to tariff mapping);
  • Management of “miscellaneous charges” with preliminary compliance checks during data entry;
  • Automatic allocation by cost center, based on the percentage usage of user structures;
  • Support for contracts with Multi-utility providers;
  • Configuration of specific importers for automatic bill data upload, either from supplier-specific formats or electronic invoices (XML);
